A Veteran Seaman / Master Mariner is a very experienced sailor, having decades under his belt. If he's central to your story, he probably warrants statting up a heroic mortal. On the other hand, if you just need an old "seen-it-all" who can give advice and make comments without actually affecting the story, treat him as extra.
As an extra, consider him to have a pool of 6 for tasks directly related to sailing, 4 for tasks indirectly related to sailing, and 3 for tasks not related to sailing. Willpower 6. He's been around.
