Sidereal Sorcery
The Celestial Bureaucracy of Yu-Shan is a pillar of First Age knowledge that has survived mostly unscathed to these primitive times, surpassed in age only by the Primordials. Heaven's knowledge is nigh-infinite, covering a breadth of varied topics, but its most potent tomes contain knowledge of one subject: sorcery. With this Background, your Sidereal has plunged into the sea of Celestial knowledge and emerged with magical training above the norm. Other denizens of Heaven capable of learning sorcery, such as God-Bloods, can take this Background, but are usually unable to go beyond two dots and are forbidden from exceeding three dots.
x - You have not had formal training in the fine arts of sorcery and start with no spells of any level.
o - You've had rudimentary sorcery lessons and have idly browsed a tome or two. You start with one Terrestrial Circle spell.
oo - At this point in your training, which has likely involved an informal tutor, you're beginning to identify yourself as a 'real' sorceror. You start with two Terrestrial Circle spells.
ooo - By now, you've spent several sleepless nights and dozens of lessons attempting to conquer magical theory. You start with three Terrestrial Circle spells and a basic knowledge of Celestial Circle sorcery.
oooo - Congratulations, sorceror, you've reached the upper tiers of the art that is magic. With your extensive training, which has probably involved a fellow Celestial Exalt and a trip into the Forbidden Manse of Ivy, you know five spells, one of which may be from the Celestial Circle.
ooooo - The utmost pinnacle of sorcerous knowledge for a beginning character. Your entire life has been absorbed by the magical tomes that weigh down your bookshelves, and your tutoring is probably at the hands of an elder Sidereal or powerful god, if you haven't gone off on your own studies already. You, oh master of the eldritch arts, begin play with seven spells, two of which may be from the Celestial Circle. Furthermore, you have a limited knowledge of Solar Circle sorcery.
Sidereal Exalted can freely learn any spells in the communal list and within their Division's purview (see below). All other Sorcery-bought spells require GM approval, but spells bought by using Charm slots are not restricted by Division. God-Bloods may learn any spells within their parent's domain and are forbidden from learning others.

Some Terrestrial spells seem like they should be rather common. Note the common texts mentioned in the Book of Three Circles. I'd probably just include all of those in the Corebook in that list. -szilard
