I tend to run the Pact like a big good ol' boy network for Lunars.  It sort of serves the function Lookshy does (coordinated defense against hostile forces), but is much less militaristic and much more distributed.  Individual Lunar heroes do their thing, and don't ask the Pact for PERMISSION to do so, but do certainly inform the Pact and the elders what they are doing. -- [[BillGarrett]]

That depends.  Are you asking from the perspective of "a good thing in MY game?", "a good thing from some moral perspective", "a good thing for the future of Creation", or what?
