Curse of the Saffron Mantle</b>
<b>Cost: 10m + WP Duration: Special Type: Simple Minimum Bureaucracy: 5 Minimum Essence: 3 Prerequisite Charms: Thrashing Carp Serenade
This charm takes the form of a gift to the bureaucracy that she wishes to bring ruin upon. So long as the gift remains in the offices, the bureaucracy's workings are ground to a halt, all extras being unable to get any work done without supervision (reduce their Bureaucracy abilities to 1 and require them to ask questions of their supervisors as if they were braindead zombies in the book's version of Benevolent Master's Blessing), and all supervisors being treated as if they are under the constant effects of Thrashing Carp Serenade. The number of successes rolled is the number of hours the Bureaucract will work for before giving up and running home for the day.
Often rightly viewed as a declaration of economic war, it is no wonder that Bureaucrats in the Realm often live cloistered lives, their only gifts from trusted individuals. A wise user of this charm will use something permanant; cookies might last for a few days, consumed and yet the magic lingers; and a flower might last a week or more, but such signs are often more disruptive than they are effective, and truly effective tricksters will use a potted plant or tree, or perhaps even a statuette.
In order to be a valid gift, it must be soley from the one who activates this charm, and it must be a real gift - they cannot piggyback this charm on someone elses' gift, though they may openly disguise their name or pretend to be someone else. Imagine the statue of liberty given to america as being under this charm. In such a case, the effect's activation may be delayed, but this charm's only real duration is the length the essence is committed, or the gift is destroyed/withers/etc. It gives no special warning if the gift is removed, and more than once, a Dragon Blooded has been fooled into keeping his essence committed despite the fact that his gift has been given to someone else entirely, or hidden in some basement where it will never see the light of day.
