Chargen rules as of page 287 of Exalted: The Dragonblooded, for the 13 and over stage. Background points will be added as per normal exalted chargen, but items will be bought one at a time. Charms will be introduced during the game, though you can pick 2 to start with.

Background choices are as Dynasts, with the option for other special cases with very good reasons. Custom merits and flaws are allowed. The exception is followers, who may be more effective but harder to keep.
