Luna's role in Lunar Exaltation

I'm not 100% sure that Luna lacks control over her Exaltation, even though the shard chooses its new home and Lytek oversees the process.

I tend to think of this as parallel to an "expense account". Just because the owner or CEO of a company has an expense account doesn't mean that they administer it. There's still an accountant somewhere who manages the account. And the accountant's function is important: make sure the money's there, make sure taxes are taken care of, in essence, make sure that the expense account *works*.

Lytek is the accountant. He's the one who makes sure, on behalf of others, that the Exaltation *works*. It's still Luna's money.

LUNA VS. SHARD

This is more complicated, but . . . while the shard chooses the Exalt, I don't think it's going 'neener neener Luna you can't stop me!' I think it's more that the shard hunts down the right people for Luna to choose. If both Lytek and fate do their jobs smoothly, the Exaltation will pick someone just as Luna's gaze falls upon them, and vice versa.
