I know of one other Essence 7 Solar Charm - Youth-Restoring Benison, which is extremely over-costed for its effect. (Although without the Experience cost it works.) - FrivYeti

This is as high as any charm I've seen has ever gone.

Only solar charm I know of this high is a zenith endurance charm that doubles the Exalteds life span.

Charms at this level should start to get into the range of only being peripherialy related to their base abilitys.

(for example Stealing essence from the land making it a wasteland using larceny)

a number of charms of this level should be permanent.
