Student Cultural Festival Planning Committee Event Proposal Report

Proposal Presented by:

Muto Mahiro, to the Student Lower Deliberative, on the 16th Day of Ascending Water in the year 769.

Objective

In consideration of the theme "Delights of Autumn," as presented to the Lower Deliberative by the High Deliberative Speaker to the Student Lower Deliberative, Tepet Mizugami, the Student Cultural Festival Planning Committee has been created to Design, Organize, Manage, and Enact the events contained within this proposal as approved by the Lower and Higher Student Deliberatives.

Second Year Student and Homeroom Representative for class 2-C, Mahiro Muto, is the designated Committee Leader and has been entrusted with all the rights and responsibilities necessary to supervise the activities of the committee and to ensure the success of the Student Festival through its completion.

This proposal is intended to define the rules and regulations that will be used to maintain order and fairness for all who participate in the Student Cultural Festival. Failure to adhere to the rules set forth by the Student Cultural Festival Planning Committee will result in punishment including, but not limited to, being banned from participating in any Festival-related activity before or during the Festival.

Rules for Group Participation

Each homeroom class and extracurricular organization will be required to host one appropriately themed mini-event throughout the course of the festival. Each mini-event may use the group's own classroom space, or they may apply for an event booth along the main promenade through the campus' central courtyard. Booth placement along the promenade will be determined by lottery.

Dormitories (with the exception of Dunleavy Hall; see proposed Committee events below), all staff facilities, and the Palace of Len Occam may not be used for Festival activities unless specifically approved by the Deliberative.

Pre-approved mini-events are as follows:

  • Food service (classroom restaurants and cafes, food stalls, roaming snack and drink vendors). Foods should fit within the Delights of Autumn theme where possible. Food and drink may be subject to inspection by the Student Cultural Festival Planning Committee.
  • Games of chance and skill. Gambling is prohibited.
  • Presentations and displays.
  • Haunted house. Demon summoning is strictly prohibited.
  • Scavenger Hunts

Events that do not fit into any of these categories must be brought before the Student Cultural Festival Planning Committee for review and approval.

Groups will need to register larger events that require special facilities, such as theatrical performances, musical performances, and sports exhibition matches, with the Student Cultural Festival Planning Committee to reserve the required space. Event times in these spaces will be determined by lottery.

Event Design and Decoration

Every group will be granted an operating budget of $$$$$. Each event may choose to charge fees for admission or participation, but all earnings and budget surpluses will be returned to the school after the Festival.

In order to fulfill the vision of the desired theme, "The Delights of Autumn," the Student Cultural Festival Planning Committee recommends the following:

Colors used for banners, signs, and decorations should reflect the colors of Autumn. Design committees will be encouraged to use only shades of red, orange, yellow and brown, in addition to the use of white, black, and gray.

The use of iconic autumn symbols, such as fallen leaves, harvested crops, autumn fashions, and trappings of the Blessed Festival of the Honored Dead, are encouraged.

Event Competition

In order to encourage participation, enthusiasm, and creativity, the Student Cultural Festival Planning Committee is proposing an additional competition to all participating organizations.

Prizes will be awarded to groups who host events that are:

  • Most profitable.
  • Most popular.
  • Most thematically appropriate.
  • Most creative.
  • Most fun.

Each event will be judged by members of the Student Cultural Festival Planning Committee throughout the Festival or by its designated representatives. All decisions are subject to Deliberative review. Events specifically hosted by the Student Cultural Festival Planning Committee do not qualify.


Proposed Committee Events

The Student Cultural Festival Planning Committee would also like to propose several campus-wide events for all visitors to enjoy. Specific details about each event will be drafted upon approval.

  • Welcoming Ceremonies: The Committee proposes an hour-long presentation with speeches welcoming all students and visitors, with dance and martial arts presentations and a ceremonial opening of golden gates to signal the start of the Festival.
  • The Dunleavy Restoration: A formal event to honor the launch of the years-long effort to restore Dunleavy to its former state. The Committee would like to allow students to help begin the cleanup process by working on restoring the first floor of the dormitory during the length of the Festival. All discarded scrap wood can be used as part of the bonfire during the closing festivities. The Committee would like to request a dedication of funds specifically for this effort (which will include thank-you gifts to participants), and to further encourage students to take part, the Committee would also like to request approval for the dedication of a monument that recognizes all who have and will help in the restoration process that also serves as a memorial for those who perished during the tragedy.
  • The Host / Hostess Club: The Committee proposes an idea that will allow students to spend time with some of the more prominent and popular members of the student body. For six hours each day of the festival, students will be randomly selected by lottery every other hour for the chance to spend the two hours with one of the participating hosts or hostesses. They may stay on site at the Committee's own themed cafe', or they may go to another event on campus to spend their time.
  • The Autumn Ball: The Committee proposes this formal event for the evening of the second night, which will include music, dancing, and a small selection of refreshments for all who attend. We would like for the event to be open to prominent members of society as well, and allow the ball to be an opportunity for students to intermingle with people in a social and political function.
  • The Great Grape Debate: The Committee proposes this event as a way for students to relieve stress and to have a little uninhibited fun at the same time. The Committee would like for a very large tub to be filled with lower quality wine grapes in which participants can jump into and wrestle or throw grapes at each other, jump around, and just have a good time. Participants will be required to bathe and change into specially-prepared linens before entering the tub. If the Committee and Deliberative finds it suitable, the crushed grapes can later be used for wine.
  • Closing Ceremonies / Bonfire Event: The Committee proposes that on the final night of the Festival, after the golden gates are symbolically closed, all festivities conclude with the burning of all scraps left over from all other events in a bonfire. Students can use this solemn event as a way to wind down from their activities.
