An Able Seaman is an extra with a pool of 5 in tasks directly related to sailing, a pool of 4 in tasks only indirectly related to sailing, and a pool of 2 in tasks not related to sailing. Assume Willpower 5 and don't hesitate to use Willpower.
An Ordinary Seaman is an extra with a pool of 4, 3, and 2, and Willpower 4.
A complete landlubber (or a novice cabin girl) has a pool of 3, 3, and 2, and Willpower 3 instead.
For most cases, assume an average virtue of 2. For some sailor types, a Valor of 3 and Temperance of 1 is appropriate.
