"No-One Is Hiding In Nexus"

Antagonist        : Someone very mysterious.
Info about foe    : All anyone knows is that whoever he (or she - no-one's sure) is, he's certainly not
                      hiding in Nexus. No way, no sir. Definitely not.
Props to use      : All the sights, sounds and smells of Nexus. Shifty innkeepers, close-mouthed
                      prostitutes, etc.
Special Effects   : Shadowy figures seem to be watching you - or are they hiding in Nexus? Surely not -                       anyone can tell you categorically that no-one is hiding in Nexus.
Change in Dynamic : It's true - no-one is hiding in Nexus. Someone is hiding somewhere else, trying to
                      bring the PCs to Nexus by spreading this weird rumour.
PC Encounter Goal : Work out what the hell is going on.
Emotional High    : Working out what the hell is going on!
Alternate Victory : If the PCs ignore the hook completely, they've won. They haven't gone to Nexus, and
                      their mysterious foe must do something else.
