The Exalted act as more of a legislative oversight than the usual despotism or the like... declaring important laws, helping govern trade, and defending against powerful invasion or the like, but for the most part, the city can take care of itself from day to day with minimal intervention." [at least I think that's what I remember, I don't see many scenes of the Exalted doing administrative tasks XD]
