Keep in mind that outcastes get the basic 7 Background points that everybody gets, which work on a 1:1 basis until you get to the 3-point Background maximum. That means that outcaste players can get a moderate amount of Backgrounds fairly easily just by spending those Background points. For them to get the higher level Backgrounds (4+) using Bonus points -- or to get a large number of low-level Backgrounds using Bonus Points -- they really have to want it enough to limit the other things they might possibly spend their Bonus points on.

What this tends to create as starting characters are the wandering-heroes and Threshold adventurers that the Lost Eggs chapter describes. Alterntively, in the case of graduates of the Stair or outcaste monks, it creates people who have struggled hard to get what they have, but who lack the advantages of those with Dynastic or even minor House origins, most of which stem from their family's wealth and position.

As an aside, Patrician Outcastes would probably be perfectly justified in using the Dynast character generation rules, as long as they stick to the 30 Ability point cap suggested in the "Select Abilities For Realm-Born Outcastes."
