That was my explanation, yes.

The Underworld is the shadow of the world. Life flows into death, energies spiraling toward Oblivion through the inchoate nightmare of the Labyrinth.

Think about grave goods. If you bring a real object into the Underworld, it stays real and functional. But if you bury of destroy it, then you get a copy in the Underworld that can't bear the light of day outside a shadowland.

The symmetry is one way. The Underworld is less real because it is only an echo of Creation. It stands to reason that the same would hold true of Hearthstones barring any direct evidence to the contrary.
