I try not to map moral weight onto the specific conflicts of the game, or to map them onto real-world conflicts. People bring their own real-world baggage to the game setting (c.f. kewl rebelz) and making value judgements different than theirs would basically alienate them from the game. I think the archetype of the valiant few against the mighty many is a story that can be told and retold from both sides, and I try to give everyone room to do their version of it.

But! There are certainly enough Persian administrative trappings for you to do this if you want to; they have a similar cash-or-kind satrapial remittance system and their secret police are organized somewhat similarly. They have a similar artificial centralized language. Obviously there's other stuff, like Mameluke land ownership systems and a fiat currency that's strictly modern capital theory based. However, there's plenty of Persia in there.
