I would never do House-based books, though I might one day do a book on the Houses. The alternate basis for splats would have been your secondary school, not Houses. There's the reason Aspect is the way the book divides D-Bs up during chargen. There are far more differences between members of a single house than among members of a given Aspect. If you're discounting element as just special effects, you should read those two-page spreads again and think about the effect that that +1 mote modifier on every turn of Charm use is going to have on people's day-to-day Essence expenditure, given that exceeding Personal means you wreck the furniture.

Aspect is the focus of the D-B splats because I think Aspect is woefully neglected. Dragon-Blooded of different Aspects have different patron gods, complete with ideologies and behavior they're epxected to emulate. They have different Charms sets both as normal D-B and as Immaculates. It influences their personalities in a deep and meaningful fashion. Please don't just write it off because I didn't have space to dote on it in the hardback. =)
