Has there been an official answer over what to do with rate when wielding multiple weapons yet? Everyone seems to fall into either the "you get the full rate for each weapon" or the "use the highest one" camps.

I would say you can't exceed the Rate of the highest Rated weapon for your total number of attacks, nor can any weapon's number of attacks exceed its rate.
