No, it isn't.

Sometimes, pieces of master craft take time -- a /lot/ longer than a normal piece of work. Watch Bob Ross paint a landscape. How long did it take him? Okay, with Flawless Handiwork Method, you can knock out the Mona Lisa that fast. Watch some guy hammer a piece of steel into a mediocre but adequate sword. Okay, that how long it takes you to crank out a sword as fine as any the smithies of Toledo or the finest swordsmiths of Japan ever produced. "But it took them years!", you say. That's right -- but you can do it in the same amount of time as someone just doing their job... exactly like the Charm description says.
