Mortals
In general, one in 500 mortals will have Enlightened Essence. Out of these, 75% will be thaumaturges and 25% will be martial artists.
Thaumaturges are fairly common. One in fifty people has basic thaumaturgical training (one to three Apprentice-level Arts and a few rituals). One in five hundred people is a Skilled Thaumaturge (one to three Adept-level Arts and another one to three Apprentice-level Arts, plus a couple more rituals). Half of skilled thaumaturges are also Essence-users. Finally, one in two thousand people will be a Master Thaumaturge, with at least two Arts at the Master level and a handful of Adept and Apprentice-level Arts.
With that in mind, the breakdown for a province generally looks like this:
|| Region || Basic thamaturges || Skilled Thaumaturges || Master Thaumaturges || Enlightened Martial Artists || Essence-Using Mortals || || Province || 2,000,000 || 200,000 || 50,000 || 50,000 || 200,000 || || Territory || 200,000 || 20,000 || 5,000 || 5,000 || 20,000 || || District || 25,000 || 2,500 || 625 || 625 || 2,500 || || Ward || 2,500 || 250 || 62 || 62 || 250 ||
