Casper, the Friendly Ghost City

Casper the Friendly Ghost City is unusual because of its ongoing cooperation between the living and the dead. Here, ghosts and humans live together in peace and cooperation, even attending the same karaoke bars. Indeed, the musicians of Casper are legendary, for only here can the living go to hear songs that date back even to the Zeroth Age. The city is, in many ways, a slice of living history.

When not singing, dancing, and breaking into spontaneous street musicals (On any given day, about 10% of the population is probably re-enacting some famous event with song and dance if you just know where to look), the inhabitants of the city carry out funeral services for people all over the Scavenger Lands and beyond. The city also acts as a focal point for Underworld resistance to the Gothic Lolitas and their masters, the Lords of Cute Angst and the NeverCute. And finally, it is a major focus of historical research. The Library of Dead Books, only accessible by passing through the Shadowland at the heart of the city, is a vast boon to scholars.

While the city is a democracy of the living and the dead in theory, in practice, the dead outnumber the living and rule through the Council of Friendly Ghost Buddies, while the humans serve and wait to die so as to have more importance.

Casper the Friendly Ghost City remains neutral in all disputes and wars; everyone needs burial. Everyone is welcome, and fighting between rival factions is strictly forbidden. The city reserves the right to eject those who make trouble, and everyone is expected either to work or to conduct business; those who go broke either can get a job or they're thrown out. (Though the city ALWAYS has jobs for those who don't mind digging graves or who have historical/artistic/musical talents.)
