This doesn't ensure understanding for while she could arrange communication between a human and a snake the snake can only understand so much.

Perhaps the Vizier's can not ensure the success of entire races that span Creation but they know how to write to get people into the mood. The Sidereal writes a prayer to Venus and then makes a (Charisma or Manipulation + Presence or Performance depending on the target audiance and method used). Anyone who reads the prayer or hear's it spoken, which need not be done by the Sidereal who is herself immune, and has a MDV lower then the above roll suffers a compulsion to try to build up the race. Used against groups this can stir up orgies or targetted singly can ensure two people find union on just the right night. The cost to resist the effects of this charm is 1 willpower if its for a group and 2 willpower for one and a person can only be affected once by it per use of the charm.
