The Empty Zephyr Syndicate is a criminal organization concentrating mostly on theft of goods and secrets, though they have undertaken assassination missions before.  They tend to be a work for hire organization and are known to have ties to other such criminal organizations as the Midnight Smoke Society and Elated Fury.

The majority of the group seem to be mortals practicing one of the variants of Five-Fold Shadow Hand Style mixed with elements of Night Breeze Style, though the syndicate has some rogue Air Aspected members.  They take pride in being so stealthy that no one knows they were there until hours after they left.  As such, they have taken to leaving calling cards to show their involvement in the crime.  Often such calling cards take the form of a small box containing a white smoke grenade triggered upon opening, but they occasionally paint their mon or place a card with the same mon in a location that was physically impossible to reach.
