Because I believe there should be demons weaker than first Circle, comparable in strength to the average mortal, however twisted and focused in inhuman ways, leading them to be useful in their specialty as a skilled mortal would be, as well as having powerful capabilities.
The idea actually came from Petite Princess Yucie and her steward, who summon Items from Demon world in order to give Yucie magical capabilities
