- Clean up
- Create Senate of representatives from major cities and tribes, with the Circle (i.e., Solars) in high command
- Build a solar temple on the demesne south of White Pines
- Infrastructure
- Rebuilding Haku's spy network -- bring in some field agents to replace the HQ guys
