Just like the charm “Eyes of Confusion,” if they fail, they are “confused” for a number of rounds equal to the fae’s successes on her roll, minus their successes on the defensive roll. The song is mystical and can only be blocked out using charms or similarly magical effects (such as unsheathing Qingu's sword Pearl of the Bottomless Sea)--you can still hear the song if you cover your ears or shout loudly.
