- Shozei Khoris Balar of the Second Scale: Ambitious and paranoid, the Wood-Aspected shozei is engaged in a long-running semi-secret feud with his kazei, and it is an open secret that he keeps attempting to prove that Passan has criminal connections - attempts that have failed for years. Balar is undeterred, however, and many believe that he has an ever-growing spy network as a side effect of his quest.
