What I'm Doing With Lunars
Gods of Eden
The Silver Pact in GOE consists of the elder Lunars of all Castes and the No Moons. The Society of the Moon is not a group of warring factions like the Great Houses, nor is it a set of beleagured manipulators like the Sidereals. It is basically a clearing-house for information and plans among heroes. Think of it like a really big tavern where the Greek demigods gather to trade bullshit and swap favors.
As a Lunar hero, you can do what you like, so long as you follow the rules of the Pact. If you don't follow the rules, don't be surprised when someone comes to smack you around. If they succeed, well, you follow the rules now. If they fail, well, I guess you can keep doing it until someone tougher comes around.
Lunars like Ma-Ha-Suchi can plan and execute their own wars against the Realm if they want. They can sit around and plot against the Realm if they like. They can oppose the Deathlords if they like. The Pact exists so they can tell others what they are doing, just in case some fall-out of consequences should come down, and so that they can say "hey, who's with me?".
The Pact does NOT self-police as an organization. If an individual Lunar has a problem with another, they go fight it out. If a group of Lunars comes to realize that someone is making trouble, they'll usually deal with it. But there's no "Pact Council" that gets together and votes on this.
