In short this is a game for Solars to make a difference in the world.  They'll interact with locals and with the forces arrayed agaisnt them in the Age of Sorrows.  They'll ahve to think about their people, and who they can safely antagonize.  LEadership charms/abilities/stuff is nice but not required.  Even a solar just digging ditches and smackin down enemies is valuable.  And perhaps more so than the bureacrat.
