Tarla's gown is a level 3 artifact.

When RollingThunder presented Tarla to Hezriel Lord An-Da-Sha the Lesser Dragon of Water, Hezriel first tried to lavish her with a variety of gifts. Reluctant to get too deeply into Hezriel's debt, Tarla accepted only a gown of orichalcum-spun fabric, supple yet unbreakable (7B/7L), and that only as part of her price for assisting him with his hostage crisis. The gown is unusual in that it does not require an Essence commitment from its wearer -- in fact, a mortal can wear the gown and gain its protection. It is also unusual in that it does not register as an artifact to Charms or spells such as All-Encompassing Sorcerer's Sight. Inasmuch as it is made of solid gold, however, the garment is far from inconspicuous. It is not considered armor for the purposes of Charms that are incompatible with armor.

Hezriel was presented the gown as a gift sometime during the Shogunate era by a visiting Sidereal Exalted. The Exalt described it as the results of experimentation by the Mountain Folk.
