Learning a prayer strip Charm means understanding the power of the relevant scripture. It seems to me that this is feasible under the Eclipse anima power; it's a really impressive feat, but it's not like an entire tree of Sidereal Charms is cheap. Even Sail is 80xp for an Eclipse---for 80xp, I figure an Eclipse can understand the Scripture of the Maiden at Sea and all that comes with it. It's insanely difficult for a non-Sidereal, but compare and contrast: a Twilight can spend the same 80xp to get from Ess2 / Occ2 to Ess4 / Occ4, Terrestrial Circle Sorcery, Celestial Circle Sorcery, and a spell from each. There are plenty of Sidereal trees that are better deals, but let's face it: stepping on other people's schticks is what the Eclipse power is for. If you buy a whole Sidereal tree, then you're 'that Solar who learned the secret magics of the stars', and it's not really schtick-stepping any more so much as schtick-designing.
Caveat: I'd discourage this in a high-xp game with a Sidereal character. Stealing the magics of the stars isn't as cool if there's a rightful user right next to you. :)
