The Ineffective Commonwealth of Independent States

The Scavenger Lands are united in this organization for common defense. In practice, the elected council squabbles endlessly while its neighbors kill each other. When outsiders invade, it cobbles together a clumsy defense which somehow wins the day because the Pattern Spiders cheat on its behalf to amuse themselves.
