The Speaker for the Sea is the ruler of the Isle of Shadows, a shadowland in the West. He, she, or it is a nephwrack of no small power and age.
Ocean-themed -- probably like the sea-hags of folklore. Green and deadly, a product of the Great Contagion. Always wet, for she died in water. "Fear death by water."
