Official Version

This charm allows the character to attack two targets with the same arrow, splitting the successes on the attack roll between the two targets. Lunar, page 156.

Quendalon's Version

As above, except that the successes are not split; the character makes one attack roll and applies all of the successes rolled to each target

DeathBySurfeit's Version

As above, except the charm is supplemental rather than extra action, and only costs 2 motes. If comboed with other supplemental charms such as damage enhancers, these apply to both targets.

Hugh's Version

Charm Type Supplemental, Instant,2m. The player makes one attack roll, Target may defend normally , Extra successes (net Successes) on the hit roll are carried over to his next target (Arrow piercing body coming out the other side effect) which may defend as normal, second target must be in the line of fire and within Bow range.

-* The line of fire and Bow range limitations may be negated with other charms (A ricochet allowing charm comes to mind).

Ok basically went the supplemental route, i would have gone with Extra action but it's not really allowing another full-pool action, can also extand the effect to more than two targets - as long as you hit off course, though that wouldn't really be Two Target Method =),
I believe this can make this charm more than just a Speed-bump, allowing some nice combos.
