Spindleheart Deka is a unremarkable, mousy man with grey-brown hair and startlingly green eyes. At the junction of Retarius Way and [[/WhistleStreet|Whistle Street]], his house is a simple two-storey affair with a small garden to the rear, similar to many others in the street. Married to a slightly dumpy woman named Yselle and with two children aged 6 and 8, he is employed at a small tanning works on the southern edge of the Nexus district, and will often take his lunch outside [[/JunasBreadbasket|Juna’s Breadbasket]] together with several of his fellow workers. To supplement his income Deka takes occasional night shifts with the [[/TellnaughtPatrol|Tellnaught Patrol]], a part-time mercenary unit formed largely from local residents and dedicated to keeping the peace in the district.

Unlike the Emissary, whose actions are always very public and highly visible, Deka and his ilk are retained for secret retribution against those who transgress against the will of the Council, as expressed in the Incunabulum.
