= The Scarlet Empire (Formally, the Holy Exalted Empire of Creation) =

The Scarlet Empire has dominated Creation for centuries, under the rule of Neo-Empress Scarlet. Dominated by the Magical Girls, the Scarlet Empire still holds sway over a vast region, even with the Neo-Empress missing.

== The Regent ==

The Imperial Senate decided, in the absence of the Empress to elect a Regent. Knowing whoever was chosen would likely either be killed by the Empress on her return or hacked to death by whoever seized the throne, they settled this according to an ancient practice.

The first person to leave to go to the bathroom got stuck with the job.

This person was Tepes Kanako, who had actually snuck off to hit on her brother, with whom she desires illicit relations, except that she can't even get him to realize she's coming on to him. Can't he tell she wore the extra slinky low cut dress just for him?

Having been chosen Regent, she now can focus the resources of the Empire on the important job of getting into bed with her brother.

It's perhaps symbolic that she STILL hasn't succeeded.

She is known to have a vast skill for disguises and anyone around you MIGHT be her. Especially if you're useful for getting into her brother's bed.

Meanwhile the Threshold, useless for bedding her brother Keitaro, goes to hell. But that's not HER problem, now is it?

== The Heart: The Kawaii Isle ==

The heart of the empire is the Kawaii Isle, a huge island shaped roughly like an oval. (A very deformed, tapering oval.) At its very center stands the Spine of the World, the Imperial Mountain, which doubles as the Elemental Totem Pole of Metal. Its top is always shrouded in clouds, and few have seen it.

The Kawaii Isle is divided into 100 Prefectures, grouped into ten districts. This was carefully chosen so that it would not divide evenly by the number of [[/MagicalGirlGangs|Magical Girl Gangs]], thus helping to ensure some dominate more and others dominate less and they all fight over it. Most of the island is farmland, though some areas have lots of mining and there are cities dotted around all over.

Each of the Magical Girl Gangs maintains a home base on the Isle, a great mansion / fashion salon, where the gang's leader dwells with her family and trusted henchwomen.

The major [[/ScarletImperialSchools|schools of the Scarlet Empire]] are located here as well. [[/ScarletImperialSchools|schools of the Scarlet Empire]]

The Imperial City sits along the shores of the Holy River which flows from the Imperial Mountain to the sea. Area 51 is adjacent to it, the great Bishonen constructed defense center of the Empire.

The Kawaii Isle is a peaceful place, most of the time, and very kawaii.

== The Tributaries ==

Large chunks of the Threshold pay tribute to the empire, supplying it with goods in return for protection. These days, though, the fix is in and they increasingly grow restless with having to support the makeup buying sprees of the Magical Girl Gangs.
