The solar writes a speech, or plans their words, and calculates the factors of the oration; their words are ready, and when spoken carry all of the weight intended. The solar may supplement an effort to write or plan a speech. They roll intelligence + linguistics.

If they present the speech themselves, they add their original successes from the intelligence + linguistics roll to their social roll to present the speech. If anyone else presents the speech, they add dice instead.

In either case, if they make significant deviations from the script but stick to the body of it, they halve the benefit.
