== Bureau Dossiers: NPCs of Creation ==

The following are major NPCs located in the chronicle A Fractured Mirror. Unless otherwise noted, NPCs will be presented in "Sidereal Dossier" format, with any extra information that the players learn about them located on their pages.

There are two types of Sidereal Dossiers. Complete dossiers refer to characters about whom the Bureau of Destiny has extensive or total information, and are essentially just character sheets and background notes. Basic dossiers, however, are more speculative. They refer to nine areas of competence, and give rough die pools for those areas, along with known Charms and magics that the target has used.

Note that all dossiers are IC information, not OOC. As such, they may not be entirely accurate (they could be totally wrong, in fact, if someone has been able to totally fool the Bureau of Destiny.)
