The Silver Pact sucks. So here is an alternative.

Kestrel, a Chosen of the Maiden of Secrets, hit on this great idea to get herself her own personal army. In the Age Of Sorrows, the chaotic Lunar Exalted may be one of the best organised power blocs in all of Creation thanks to their habit of routinely kidnapping newly exalted Lunars and indoctrinating them into their culture with a highly successful 'join or die' message.

(Well, really it's a case of 'join us or go horribly mad and lose control of your basic body shape', but you get the picture.)

Kestrel's plan began by creating a series of well-hidden training locations scattered around the Hundred Kingdoms. She staffed these with summoned demons, bound spirits and elementals, and others who she tricked or coerced into servitude with the other powers at her disposal. Then she used the same wiles to start recruiting her own cadre of Lunar exalts.
