Factions will be mainly Mortal agencies. Proxies do sometimes join them, as do the half-blooded, to access facilites or because the share philospohies with the agency, but the people who actually performe the upkeep are the Mortals.<br />

This is because they can create Heroic Exalted.<br />
Mortals can earn thei Exaltation by cleaving strongly enough to an organisation's philosophy.<br />
