When used the Dragonblood has a perfect excuse for why he failed at something, explaining perfectly how events beyond his control resulted in the task he was assigned not being completed. Though some people are inclined to punish regardless of excuses most people will let someone who failed for reasons beyond their control go without punishment. This charm works faultlessly if your failure happened outside of your bosses sight. Should you fail while under his watchful eye a Wits + Bureaucracy roll at a difficulty of your bosses Intelligence is needed to come up with an excuse on the fly.
