They'll interact with locals and with the forces arrayed against them in the Age of Sorrows.  They'll have to think about their people, and who they can safely antagonize.  Leadership charms/abilities/stuff is nice but not required.  Even a solar just digging ditches and smackin down enemies is valuable.  And perhaps more so than the bureacrat.&lt;br /&gt;
